Is this true or joke?


We plan to start Rosa Linda memorial fund attached, however we have lots of difficulties and the fund is just pending now. (If you have very much interested in this fund, please read the attached paper at first)
Our main issues are following two.
First of all, how can the poor borrower pay back? We can suggest the borrower on their business or how to get a job, however still pay back will be a difficult issue. If there are no pay back, the fund will finish very early, even if there are billions of pesos, lots of people will come from all over the Philippines and we cannot continue the fund. Also no pay back will make people lazy, because people can make money without work.
Second, how can we know who really should be saved at first? There might be a meism. Some might say only " ako, ako, ako". We need a special person who takes care of this issue.

There are also other issues.
Some said, "Instead of starting such a fund, please invest us for our business."
After explaining this fund, we knew that lots of people have less interest on this kind of fund. That might means there are no or only very few people who really need this kind of help in Siquijor island.
